We use pinned versions of static analysis tools to provide consistency across machines, including CI/CD.

Within our version tolerances, various new mypy errors are occurring, at least on my machine. It's unclear why this isn't happening in CI/CD. The version pins haven't been updated for a little bit. The unresolved issues need to be fixed, then the version pins updated to keep them current, then any further issues arising will need additional fixing.
