Expected behavior of the wanted feature

this video has line 21 subtitles at the top, it would be cool if mpv could decode them and put them on the screen, but "line 21" will be in different places depending on how the video was digitised so maybe the user would need to click on the line with the mouse.

Youtube only serves webvtt subtitles, so it can't have EIA-608 subtitles. And mpv already supports decoding EIA-608 subtitles.

Well is there a way to use EIA-608 on videos not just DVD's?

Yes, the video files need to have the subtitle track.

No is there a way to video EIA-608 subtitles on video files that have line 21 flashing at the top, but don't have a .srt file.

You can use the readeia608 filter to extract subtitles. Not sure if it is possible to do it live in mpv. Would need to materialize the subtitle track somehow. Should be possible with a script to manually show text output from the filter though.
