Quick fixes popup ONLY shows Copilot fixes

Type: Bug

Add a new, unimported symbol in a Typescript file. It shows a red squiggly line. Hover over it. Select "Quick fixes..." from the popup.
It USED to offer options like "import X from Y". Now it shows "Fix with Copilot..."

Copilot CAN eventually fix the issue, but it takes around 10 seconds and an additional click to accept the changes. Before, adding an import was nearly instantaneous.
