Powershell is always the default/first terminal

Issue Type: Bug

1. Start VS Code
2. Open a folder or workspace (any)
3. The terminal that first comes up is Powershell
4. Change your default terminal settings (e.g. bash)
5. Exit and start at step1

Result:
No change, Powershell still comes up.

Additonal:

• close powershell (or the trash can)
• start a new terminal - this is where your "default" settings start working (e.g. if bash then its a bash terminal)
