I do not know what you are asking for here, and I will not action this ticket unless you clarify it. Are you asking for Metanorma to publish ITU Operational Bulletins, complete with their current drab styling? If that is what you are asking for, why are you naming the ticket as "issues"? Or are the "issues" just the amendments to service publications?

OB issues and OB annexes are distinct.

OB annexes are in /~https://github.com/ituob/service-publications-docs/tree/main/1000-SR.1

OB annexes may already be supported in metanorma-itu, as service publications.

I do not yet have Asciidoctor input for OB issues.

I do not know whether OB annexes and OB issues need to be separated from service publications.
