Steps to reproduce the issue

1. Login to administrator
2. Click on dashboard
3. Try to click add module
4. Observe

Expected result

User should be able to add module to the dashboard

Actual result

User wont able to add dashboard

looks like you are logged in as a user who doesnt have the access rights to create a module

Then the button should not be visible, if ther is not a bug in access rules.

@uthorat could you check the console for javascript error?
