Jamf Pro 11.9 is available and brings with it a long awaited option: Minimum OS Enforcement.
You might be wondering how this affects Setup Manager workflows. The good news: it does not! Your Setup Manager workflows will continue to work.
The minimum OS enforcement is set in a Prestage. The requirement and its value are sent down with the MDM enrollment. Should the installed version of macOS not meet the requirement, it will start the software update process before enrolling. Once the update process is complete. The entire setup and enrollment process starts over and once the enrollment is confirmed, prestage profiles and packages (such as Setup Manager) will be installed and can do their thing.
Note that to work with the minimum OS Enforcement, a Mac has to have at least macOS 14.0 already installed. If you have earlier versions of macOS installed before enrollment, they will ignore a minimum macOS requirement in the Prestage. I would recommend using Apple Configurator and a second Mac and DFU mode to wipe and upgrade (restore) the system to the latest version before enrollment, or a post enrollment managed upgrade workflow.
