Changing the site purpose does not trigger the metrics modal in legacy scenario

Bug Description

We expect the Tailored metrics suggestions modal to always appear when we change site purpose.

For the legacy scenario, when I change from, e.g., Publish blog to Provide services there is no modal that appears.

I've attached a video for review in the first comment. Refer to 0:05 second.

There is no modal upon Applying changes. I would expect it to appear.

@kelvinballoo I am not sure how to replicate this. I tried switching from Publish blogs to Provide services, and since issue name mentions legacy scenario, I tried from the point of having legacy option of Selling products or service:

But I can't seem to reproduce this. Am I missing some steps prior to this?
