📝️ Development discussion: Header file distribution

We currently in reapi_cli.go and reapi_module.h require importing the header file:

#include "resource/reapi/bindings/c/reapi_cli.h"

While our build command uses the shared library, as far as I understand, we need these headers for building. E.g.,

CGO_LDFLAGS="-L/usr/lib -L/usr/lib/flux -L/opt/flux-sched/resource/reapi/bindings -lreapi_cli -lflux-idset \
-lstdc++ -lczmq -ljansson -lhwloc -lboost_system -lflux-hostlist -lboost_graph -lyaml-cpp" go build -ldflags \
'-w' -o /workspaces/fluxion-go/bin/test cmd/test/test.go

In the above, the header .h files are in the clone in /opt/flux-sched. The discussion I want to have is it there could be some variant of this installed alongside flux, and that way the developer only needs to grab a base container (and does not need to additionally clone flux-sched for that path).
