I've seen that in app-builder, they recently merged 2 PRs related to pnpm:
develar/app-builder#136
develar/app-builder#138

Does it mean that the whole .npmrc workaround is not needed anymore?

The next tag version of electron-builder has the latest app-builder-bin alpha version (incl. those PRs you linked)

Can you try that version out please?

version 25.1.8 not work for me, version 26.0.0-alpha.8 and older version 24.13.3 work for me
