Only support super curator authorization? #7369

Currently, there are two levels of authorization for curators:

Regular curators are authorized only for the collections that they have created.
Super curators (Lattice) are authorized for all collections in the data corpus for oversight.

Based on recent changes, the regular curator authorization could be eliminated which would simplify the test matrix.
