[Detector Support]: Openvino and Intel integrated NPU support #13248

Here's how I made the integrated NPU on my Intel Core Ultra 5 245K work with Frigate. Other distros should work as well, assuming intel_vpu is supported by the kernel and you have a means of installing the intel-fw-npu package.

DISCLAIMER: Tested inside of an LXC container on Proxmox VE 8.3.4, with an Intel Core Ultra 5 245K, kernel 6.8.12-8-pve. Frigate 0.15.0 Release, Intel Linux NPU Driver v1.13.0. I also tested this on Ubuntu 24.04 (skipping over Docker nested inside an LXC container) on the same hardware and it worked the same. I only tested the default SSDlite Mobilenet V2 model.
