Subject: [PATCH] create workflow for python whl builds (#1)

create a workflow for python whl builds

* setup.py install before pytest...
* python >= 3.7 is required

Only thing that breaks compatibility with 3.6 is `date.fromisoformat`, which was only added in 3.7; otherwise we'd have to include dateutil or something, which would be an additional dependency.
