[RFC] Support Modal

As part of our operationalizing of DA, we have introduced a support modal (accessed via top right question mark).

Today, this only houses legal notices, but we would like to expand this. Here's our proposed content:

Notable goals

1. Educate and encourage users to engage with the community.
2. Bifurcate ideas & issues. We want issues to be triaged quickly while ideas can funnel through less immediate means.
3. Gently signal that if they do not have a shared Adobe Slack or Adobe Teams, they are community supported.
