If you click on a star which is beneath where the star properties panel will appear, the mouse cursor and tooltip will be stuck until you move the cursor off of the panel. This is because the tooltip is usually removed when the cursor moves off of the star and the raycast stops hitting it, but raycasting is disable while the cursor is on UI panels.
