Feature Idea: Per-Loop DB Layout Rando

This would be a clientside setting to generate a new random DB layout every single loop, in addition to the existing yaml option to generate one random DB layout for the slot.

DarkBrambleLayout.cs even has my old prototype layout generation code commented out from before I moved the generation part over to the .apworld code.
