Feature Idea: Warp Plando

For those unfamiliar with Archipelago jargon, "plando" means randomizer options that let a player specify where certain things are placed, before letting everything else get placed "randomly" as usual.

We could have a "warp plando" option where the player either lists the complete mapping of all warp platforms, or lists only some mappings and lets the usual randomize_warp_platforms code choose the others.
