Enhancing git(Hub) to work well with Lisp and Interlisp

I was reflecting on the difficulty of unwrapping dependencies that made the Interlisp file package so incompatible with the Git model, and the workarounds we've been making. Things that don't work well -- the file system, independent changes within the same file, use of file dates...
we have workarounds.

But I think it would be possible to extend git (using the github API) to build a kind of "File package for git" that could use the established git infrastructure but make it work for lisp/file package/masterscope.

I thought I might start a conversation. Questions?

there is the entire language "ANSI Common Lisp" and a different language "XCL" with a large overlap. Is the language in the intersection useful? For what purposes?
Each definer (DEFUN, DEFMACRO DEFwhatever) is the granularity of management. A "file" is a time-stamped linearization of the (package-relative symbol-denoted) definers for each typed instance.

Managing JavaScript frameworks for the web might be a useful application.
