Review colours used for flags (currently red/purple, was red/yellow) #665

Currently these are red/purple because those colours exist in the design system: https://dev.merged.dashboard.iatistandard.org/publishing-statistics/timeliness-timelag/

@robredpath Do you have thoughts on if that's okay. Or we should make an effort to go back to yellow, as it communicates a warning better?

Ideally, we wouldn't use colour alone to communicate meaning. Can we separate the flags into two columns?

I think the metaphors of "red flag" and "yellow flag" are fairly intuitive to anyone who has learned English, but I'd prefer to change the name of the concept to one that is more descriptive in anticipation of translation, and to support anyone who has auto-translated the page in their browser.

Could we add a paragraph such as:

Future Transaction Dates

Future transaction dates are not permitted in the IATI Standard

If an organisation's data currently contains future dates, a * is displayed in the F column
If an organisation's data does not currently contain future dates, but it did in the last 12 months, a * is displayed in the PF column.

...and make the appropriate changes implied by the text.
